Greek Tourism Transformation

 


The strategic plan for tourism transformation — the "White Paper" — will be ready in the first half of 2026 and will serve as a guide for the five-year period 2030–2035, as Prime Minister Kyriakos Mitsotakis announced yesterday, speaking at an event of the Ministry of Tourism entitled "Tourism is changing, Greece is leading" at the Acropolis Museum.


The Greek tourism sector is undergoing a profound transformation, moving beyond a decade of record-breaking performance to prioritize sustainable growth and enhanced traveler value, as outlined in the upcoming 2030–2035 White Paper. This strategic shift is driven by intensifying global competition and escalating traveler expectations, which demand a more resilient and balanced model. Key trends shaping the future focus on four main pillars: extending the tourist season, diffusing visitor flows to lesser-known destinations like the mountains, attracting high-value investments, and accelerating innovative, sustainable practices centered on cultural heritage. 


The government is directly addressing concerns of "overtourism" in popular hotspots by better managing flows through measures like higher cruise fees during peak months and supporting the establishment of Destination Management Organizations. Quantitative data confirms the sector's momentum, with 2025 revenues reaching €20 billion by the third quarter, marking a 9% increase in receipts and a 4% rise in arrivals over the previous year. This strategic roadmap aims to upgrade infrastructure, simplify procedures, and ensure Greece not only remains a global top-ten destination but aspires to become the world’s leading premier travel experience.
